I was listening to a radio segment on how the Chinese government censors the internet depriving their people of easy access to accurate information about current events. And I was reminded of this. Does it matter whether a corporation does it for monetary gain vs a government doing it control the public? Nope. Same results and very similar intentions. Allowing corporations to control the flow of information to the populace is dangerous and undemocratic. I worry that we'll allow corporate greed to ruin the absolute best invention of our time.

The most important reason for net neutrality is diversity of content, In the neighborhood I live in, the only real Internet provider is Comcast. Comcast owns NBC and Universal, so is highly motivated to promote their content, and to prioritize it above content from other content providers. The other major ISPs have their own content production. Also, in my neighborhood, while AT&T and WOW offer limited service, it is much slower and has much greater latency than Comcast's service. Comcast knows this, so has no incentive to offer competitive rates. Further, Comcast is big enough to be its own back-bone provider, while Verizon recently acquired L3, one of the major back-bone providers. The ISPs are already building "walled gardens" like the old AOL and CompuServe online services from many years ago. Taking away the neutrality rules will allow them to accelerate those efforts. Even in areas where people have 2 (or more) equal service providers, there will still be no motivation for real competition. Each service will offer it's own set of content, knowing that switching ISP will require customers loosing access to one group of content not carried by the other providers. If customers want more different content sources, they will be forced to get service from more than one ISP. The ISPs all know this and all want this. And in areas with only one real ISP, other ISPs will have little or no incentive to expend into because they know that no matter how low their rates are, any customers that might switch would be forced to give up content they are used to having.

I’m registering a complaint because I believe repealing won’t neutrality will hurt small businesses, academic researchers, and the poor. It would stifle internet access for rural communities and block cultural exchange and sharing of information. Its removal allows for corporations to control and monitor the flow of information and decide who the winners and losers of media are, while ensuring an even more isolated partisan media sources occupying very discrete parts of the political spectrum. Repealing net neutrality will hurt America and that is why I am registering this complaint.

The numerous examples of anti-competitive behavior by telecom companies with regard to prioritizing some Internet traffic based on financial incentives should be enough to convince anyone of the necessity of Net Neutrality. It is naive to expect that publicly-traded, for-profit corporations will do what is in the best interests of the wider Internet community rather than seek profits for their shareholders. The purpose of government and regular is to do what the market cannot or will not. This is such a case. Please preserve the Title 2 designation for Internet Service Providers and the Net Neutrality rules that keep the marketplace competitive rather than tipping the scales in favor of those who can pay the most.
